The EOS White paper argues that Europe's main challenge is no longer the lack of cybersecurity policies, but the difficulty of turning existing frameworks into cooperation, and provides a roadmap for strengthening cooperation between civilian and defence cybersecurity communities in Europe.

The Lisbon Council, in the framework of COcyber, convened a high-level working lunch in Brussels to assess Europe’s readiness for the accelerating quantum era. Experts from policy, cybersecurity, academia and industry discussed emerging risks and the urgent shift toward post-quantum security.

We’re opening the final call for ambassadors to join the COcyber network from December 2025 to May 2026. Following the success of the first two batches, this last round aims to bring the programme to a total of 27 professionals strengthening Europe’s cybersecurity resilience.

This edition marks COcyber’s first anniversary, introduces our new Ambassador cohort, shares insights from the June General Assembly, presents two new deliverables, and highlights the latest tools, events, and EU cybersecurity developments.

Deliverable D6.1 maps COcyber’s first-year efforts to build synergies with 20 EU-funded cybersecurity initiatives, structured across five key thematic clusters. The result is a clear roadmap for deeper collaboration, technical integration, and long-term ecosystem sustainability.

COcyber was featured at South Summit Madrid and We Make Future Italy, reaching over 1,300 people through EIT Digital’s stand. The events offered strong opportunities to connect with new audiences and raise awareness about the project across Europe.

The first edition of Cybersphere Insights highlights COcyber’s recent activities, including the launch of our website, stakeholder consultations, and the upcoming Ambassador Programme.
