The COcyber Ambassador Programme has welcomed its first cohort, comprising six cybersecurity professionals from across Europe, to enhance digital resilience through cross-sector collaboration. These ambassadors leverage their diverse expertise to bridge gaps between civilian and defense cybersecurity communities, fostering a more coordinated and robust approach to Europe's cybersecurity challenges.

This report from COcyber explores challenges & opportunities in civilian-defence cybersecurity collaboration. Key findings reveal gaps in governance, intelligence sharing, and workforce development, with a phased roadmap for sustainable partnerships.

This report presents the Political, Economic, Social, Technological, Legal and Environmental (PESTEL) analysis of the whole cybersecurity sector (both on the defence and civilian sides) to identify aspects affecting cyber governance and the development of cybersecurity technology and information transfer in Europe. It will inform all stakeholders about the gaps and opportunities in Europe’s cybersecurity sector and help design coherent policy recommendations.

COcyber is a collaborative effort that connects civilian and defense sectors to strengthen cybersecurity across Europe. By facilitating knowledge sharing, identifying challenges, and promoting joint solutions, COcyber works to build a unified approach to address the complexities of modern cyber threats.

The COcyber consortium gathered for its second general assembly in Brussels on January, 16th, 2025, where it welcomed four new partners onboarding the project.
