Follow - up on COcyber Policy-Oriented Workshop: Final Policy Recommendations
On 19 May 2026, the COcyber project successfully held its final Policy-Oriented Workshop on Final Policy Recommendations in a hybrid format at the Maison des Associations Internationales in Brussels.
The event brought together cybersecurity professionals, public authorities, private-sector representatives, SMEs, research organisations, and civil–defence stakeholders to validate COcyber’s final draft policy recommendations and discuss their practical implementation at EU and Member State level.

Following a welcome and strategic framing by Alessandra Zini, participants heard a keynote intervention from Lars Koreman, Cyber Defence Policy Officer and Programme Manager at the European External Action Service, before engaging in structured thematic discussions on governance and institutional coordination, operational cooperation and information sharing, capability development and funding alignment, and strategic autonomy and sovereignty.
Through breakout sessions, plenary reporting, and live Mentimeter polling, participants provided valuable feedback on the robustness, feasibility, and prioritisation of the recommendations.
The workshop confirmed the relevance of COcyber’s policy package and helped identify concrete implementation pathways, short-term priorities, long-term structural reforms, and key actors responsible for advancing civilian–defence cybersecurity cooperation in Europe.
The outcomes of the event will support the finalisation and dissemination of the COcyber policy recommendations to EU institutions, Member States, agencies, industry, and the wider cybersecurity community.
