Online Survey on Needs for Coordination Between the Cybersecurity Civilian and Defence Spheres

COcyber invites cybersecurity professionals, policymakers, and industry experts to share their insights in an online survey to improve collaboration between Europe’s civilian and defence cybersecurity spheres. 

Europe faces a range of cybersecurity challenges that demand urgent attention and collaboration. Fragmented approaches across member states, varying capabilities, and inconsistent frameworks hinder effective coordination between civilian and defence cybersecurity spheres. Additionally, a shortage of skilled professionals further complicates the ability to address threats, while the increasing complexity of cyberattacks, including risks from IoT devices and AI-driven attacks, exacerbates vulnerabilities. These issues underline the pressing need for improved cooperation, workforce development, and unified strategies to enhance Europe’s cybersecurity resilience. 

This survey is part of COcyber’s initiative to develop actionable solutions for more effective participation and lasting partnerships. By engaging stakeholders across different defence and diplomacy actors, this consultation aims to identify gaps and priorities for building a resilient and unified cybersecurity ecosystem.

The survey takes approximately 10 minutes to complete, and all inputs will be valued in the next steps of designing concrete actions within the project, including:

  • Addressing Gaps in Coordination: Your input will help pinpoint critical challenges in collaboration between civilian and defence cybersecurity spheres, identifying where cooperation is most urgently needed. 
  • Shaping Practical Solutions: By contributing your expertise, you assist in developing actionable steps to enhance participation, engagement, and long-term partnerships across all sectors. 
  • Informing Key Stakeholders: The results will inform further consultations with stakeholders, including European institutions like ENISA and the European Commission, as well as national defence ministries, industrial players, SMEs, and other relevant actors. These consultations will focus on addressing barriers to collaboration and supporting strategies that enhance cybersecurity participation across Europe.
