Online consultation event - Best Practice validation: Cybersecurity and Civil-Defence cooperation in the EU

COcyber convenes a dedicated online consultation to validate shortlisted practices in cybersecurity cooperation between civilian and defence sectors across the European Union. The session, scheduled on 13 June 2025,from 10:00 to 12:00 CET, is organised by Université Libre de Bruxelles (ULB), the project partner leading the work on best practice analysis and expert validation.
The consultation will bring together COcyber Ambassadors, Advisory Board members, subject-matter experts, and stakeholders from related European cybersecurity projects to review a shortlist of 20 practices, selected for their relevance to civil-defence cooperation challenges.
The event will follow an interactive format and will be moderated by Georges Ataya, who will guide the group through each stage of the consultation. Seven days prior to the session, participants will receive a preparatory package that includes concise descriptions of the 20 shortlisted practices and the evaluation criteria. Reviewing this material is optional.
During the session, each practice will be briefly introduced and assessed in real time using digital tools such as Poll Everywhere or Mentimeter. Participants will score each entry using standardised indicators covering criteria such as impact, replicability, and strategic alignment. Based on the experts' scores, the ten best practices will be identified.
The purpose of the consultation is to identify ten best practices that not only address the technical and organisational challenges of civil-defence cooperation, but also demonstrate potential for implementation across different national contexts.
The format allows for immediate expert input and collective judgment, helping the project surface approaches that are both adaptable and strategically relevant. Insights gathered during the session will contribute to the development of a structured and evidence-based framework for cybersecurity collaboration in the EU.
After all practices have been presented and scored, the session will continue with a reflection segment. Participants will have the opportunity to comment on emerging patterns, raise critical observations, and clarify any issues that arose during the assessment. This exchange is essential to contextualise the results and ensure a shared understanding of the ranking outcomes. The consultation will conclude with a summary of key findings and an outline of the next steps in the COcyber process.
