Abstract

The plan sets out a strategy to maximise the impact of the project, to increase its visibility, and to ensure that project outputs reach a wide audience of relevant stakeholders. It outlines the target groups and their segments, presents key messages, tools and channels used, as well as the ambassador programme methodology.

COcyber is a two-year initiative supported by the European Commission and European Cybersecurity Competence Centre to foster the collaboration of civilian and defence cybersecurity sectors.

This public deliverable is part of the COcyber Work Package (WP) 4 dedicated to ”Know-how, good practice sharing and information transfer activities” led by Université Libre de Buxelles / Solvay Business School. This report was prepared by EIT Digital in the framework of task 4.3 PESTEL analysis and policy recommendations. 

Abstract

This report presents the Political, Economic, Social, Technological, Legal and Environmental (PESTEL) analysis of the whole cybersecurity sector (both on the defence and civilian sides) to identify aspects affecting cyber governance and the development of cybersecurity technology and information transfer in Europe. It will inform all stakeholders about the gaps and opportunities in Europe’s cybersecurity sector and help design coherent policy recommendations.

Abstract

The COcyber project is designed to enhance collaboration between civilian and defence sectors in cybersecurity, addressing the growing complexity of cyber threats that challenge both national security and critical infrastructure. Central to the project is the Data Management Plan (DMP), which ensures that all data generated and handled is managed with the utmost care for security, compliance, and long-term utility. The DMP outlines a comprehensive data collection, storage, and preservation framework, adhering to the highest standards to maintain data integrity and accessibility. By establishing clear roles and responsibilities among project partners and implementing rigorous data security measures, the DMP safeguards sensitive information while promoting transparency and effective collaboration. The plan also includes strategies for the preservation of valuable data, ensuring that the insights gained from COcyber will continue to support cybersecurity advancements across Europe long after the project concludes.

COcyber Press Release #1

Arriving at its first key milestones, the COcyber project publishes its first press release to introduce its core objectives and to invite all relevant stakeholders to join the needs assessment survey (cocyber.eu/cocyber-survey) running since January 2025. Currently, COcyber community of cybersecurity professionals contribute to identifying coordination needs and setting directions for improved and lasting participation across public and private security, defence, and diplomacy sectors. This effort is part of the COcyber project, aligning with the EU's mission to strengthen cyber resilience.

COcyber Project's Brandbook

COcyber is a European project, funded by the European Union and with the ECCC as the granting authority. Started in July 2024,  it runs for 24 months gathering five European partners with the goal to coordinate and foster the cybersecurity collaboration across the civilian and defences spheres. 

It facilitates the two-way exchange of know-how, best practices, and information by establishing a robust framework for structured knowledge transfer and support. It creates a trusted and participatory information-sharing online platform, including a cybersecurity observatory, for all stakeholders, as well as it organises high-impact activities and events involving both communities with focus on cybersecurity, innovation, dual-use technologies, governance, and stakeholder coordination and engagement.

As a part of the Work Package 5 Dissemination and Communication, COcyber has established a branding of the project, detailed in this brandbook. This branding will be followed in the project's all communications.
