COcyber Policy-Oriented Workshop: Final Policy Recommendations
On 12 May 2026, COcyber will hold its final Policy-Oriented Workshop, organised by EOS, bringing together stakeholders from across Europe to discuss the project’s final draft policy recommendations for strengthening cooperation between the civilian and defence cybersecurity spheres. The event will take place in hybrid format, in Brussels and online, allowing participation from a broad range of policy, industry, research and cybersecurity actors.
This workshop marks the culmination of COcyber’s structured policy development process. Building on the project’s literature review, case study analysis and previous stakeholder consultations, the event will present recommendations designed to improve coordination and cooperation across Europe’s evolving cybersecurity landscape.
The final draft recommendations address a number of key themes, including governance coordination, operational cooperation, capability development, funding alignment, and strategic sovereignty considerations. The workshop will provide an opportunity for participants to assess whether these recommendations are both strategically coherent and operationally feasible, while helping identify concrete pathways for implementation at EU and Member State level.
Through presentations and interactive discussions, participants will be invited to validate the robustness of the recommendations, reflect on priorities for implementation, and highlight potential barriers that may affect their uptake in practice. The event is also intended to support structured stakeholder endorsement and strengthen alignment between actors working across the civilian and defence domains of cybersecurity.
As the final policy workshop of the project, the event will play an important role in shaping COcyber’s final policy package and in supporting the broader objective of advancing more practical and coordinated civil–military cybersecurity cooperation in Europe. It will conclude with an outline of the next steps for finalisation and dissemination of the recommendations.
The workshop is aimed at a wide range of stakeholders, including cybersecurity professionals, public authorities and agencies, private sector representatives, SMEs and startups, and academic, research and innovation organisations. By bringing these groups together, COcyber aims to ensure that the final recommendations are informed by a broad range of perspectives and are grounded in both policy and operational realities.
