Civilian–Defence Cyber Coordination: Fueling Digital & Defence Innovation through Startups, Scaleups and Corporates

As Europe advances its strategic autonomy in defence innovation, the intersection between the civilian and defence spheres has become a fertile ground for technological progress. On 15 October 2025, COcyber will contribute to this discussion through a fireside chat organised alongside the EIT Digital launch of Makers & Shapers report on defence innovation “DIGITAL & DEFENCE INNOVATION FOR EUROPE’S STRATEGIC AUTONOMY” at the Permanent Representation of Estonia to the EU in Brussels.

The objective is to share information on the COcyber project while discussing cybersecurity as an enabler of dual-use tech innovation. The launch of the Makers & Shapers report on defence innovation will bring together all relevant stakeholders — including the European Defence Agency, NATO, the European Commission, Defence Innovation Hubs, and executives from the deep-tech sector — to the same place to discuss dual-use technologies in the current geopolitical context at European level. The session will also highlight concrete tools and existing public–private partnerships and funding streams already enhancing civilian–defence cooperation.
The fireside chat will be an occasion to delve into the strategic role of cybersecurity in both enabling such dual-use tech developments and innovation, and as a central focus for Europe’s resilience to cyber-hybrid threats. It will also be a moment to highlight how collaboration between SMEs, start-ups, and corporates can accelerate innovation processes and strengthen Europe’s capacity to respond to evolving challenges.
This Digital and Cyber Dialogue forms part of COcyber’s efforts to strengthen cooperation across Europe’s cybersecurity landscape. Through initiatives like this fireside chat, COcyber continues to build a connected European cybersecurity community that blends innovation, resilience, and strategic foresight.
Moderated by COcyber Ambassador Iva Tasheva, CEO of Cyen, the session will feature Marko Jõemets, Head of Cybersecurity Research and Development at Cybernetica AS, who will share insights on bridging the civilian and defence innovation divide through collaborative cybersecurity solutions.
