Civil–Defence Cooperation in Cybersecurity: Lessons from Europe and Opportunities for Slovenia

Organised by COcyber project partner CCIS, this interactive cyber dialogue will bring together representatives from academia, defence, public administration, and industry to exchange insights on civil–defence cooperation in cybersecurity across Europe.

Supporting COcyber’s mission to strengthen cooperation and mutual understanding between civilian and defence cybersecurity communities, the event will present concrete practices from Baltic, Scandinavian, and Western European countries, opening a focused discussion on how these approaches could be adapted in Slovenia. 

Special attention will be given to the differences in terminology, expectations, and operational approaches between civilian and defence environments, with the aim of identifying practical steps for improved collaboration and knowledge exchange and stronger cross-sector cooperation

Through short expert contributions from Estonia, Lithuania, Belgium, and the Ministry of Defence of the Republic of Slovenia, participants will gain insight into national practices, cooperation models, and current challenges related to civil–defence collaboration in cybersecurity. The session will then move into a moderated discussion on what is currently missing in Slovenia, where practical improvements can be made, and how mutual understanding between sectors can be strengthened.

The event will conclude with an open discussion and informal networking to encourage further collaboration among participants.
