Survey to Help Us Map Cybersecurity Transfer and Collaboration Across Europe

What’s standing in the way of effective cybersecurity technology transfer? How do organisations share threat intelligence, and what role does international collaboration really play?
These are some of the key questions driving the newly launched Online survey for the National Case Studies booklet on cybersecurity technology and information transfer, developed by our consortium partner AMETIC. The survey targets stakeholders in Hungary, Lithuania, Slovenia, and Spain, across public institutions, industry, academia, civil society, and military-related organisations.

The survey is part of Deliverable D4.2 – National case studies booklet on cybersecurity technology and information transfer, which will produce four national case studies to be submitted to the European Commission. These case studies aim to capture current practices, barriers, and opportunities in cybersecurity technology and information transfer, with a particular focus on dual-use technologies and cross-sector collaboration.
The survey covers a wide range of topics, including:
- Sectoral roles and institutional types
- Importance of international collaboration
- Effectiveness of national cybersecurity strategies
- Legal and operational barriers to technology transfer
- Familiarity with dual-use frameworks
- Participation in information-sharing mechanisms
Insights collected will feed directly into the structure and analysis of Deliverable 4.2, forming a key evidence base alongside desk research, interviews, and validation workshops. The overall goal of this work package - led by Université Libre de Bruxelles and coordinated nationally by four COcyber partners (IVSZ, INFOBALT, CCIS, and AMETIC), is to support knowledge transfer and good practices that strengthen Europe’s cybersecurity ecosystem.
Stakeholders from the target countries are encouraged to participate. Their input will contribute to a better understanding of real-world needs and conditions, supporting future EU-level policymaking in cybersecurity and defence-civilian synergies.
