In addition, non-specialized bodies are also involved; “ordinary” investigators carry out the investigation of cybercrime under the procedural supervision of the prosecutor’s office. At the same time, there are several problems in ensuring cybersecurity in Ukraine. These are the lack of highly qualified personnel, the lack of cyber specialization of investigators and prosecutors, the inconsistencies of legislation with modern realities, the difficulty in organizing the interaction of the related entities mentioned, and the lack of research and development. As a way to solve these problems, we have proposed to create specialized investigative units and relevant units of the prosecutor’s office to investigate cybercrimes and introduce the appropriate specialization of judges. Furthermore, to coordinate scientific developments, we proposed creating a platform for ongoing exchange of experience and achievements in cybersecurity –a cybersecurity research center– based on the Ukrainian Research Institute of Special Equipment and the Forensic Expertise of the Security Service of Ukraine.
