Both technology spillover and technology complexity promote the evolution of noncooperative behavior between military and civilians. The evolution speed of government support behavior is faster under high-intensity technology spillover. Finally, it is suggested that the technology transfer can be effectively promoted by strengthening the technology level of the private military enterprises, improving the technology transferability of the military enterprises, and perfecting the property right incentive mechanism of technological innovation.
